WTO says Colombia’s footwear tariffs are too high

The World Trade Organisation (WTO) has ruled that tariffs imposed by Colombia on footwear imports from Panama are too high.

Colombia’s govenrment had put the measures in place because it insists exporters in the Central American country are disguising the true origin of shoes moving from there into the Colombian market; it says cheap shoes from China and other countries in Asia are passing through Panama and into Colombia in a process known as triangulation. The government in Bogotá has also said it has concerns about the footwear trade being used as a cover for money-laundering operations.

For shoes with a value of $7 per pair or less, Colombia had imposed a tariff of 10% plus $5 per pair. For shoes valued at a higher price, the tariff was 10% plus $1.75. The WTO said on June 7 that this exceeds the permitted limits.
