Pakistan’s government has offered the footwear industry a special incentive for export production, providing those affected could meet the necessary conditions. The Central Board of Revenue has issued a notification which said, "The federal government is pleased to exempt the import and supply of solvent oil (PCT heading 2710.1150) for manufacture of shoe adhesives subject to certain conditions. The supply is made to sales tax registered manufacturers of shoe adhesives having a valid storage licence from the Department of Explosives, Ministry of Industries, and having active industrial electricity metres in their names. If imported, the import is made directly by sales tax registered manufacturers of shoe adhesives, having a valid storage licence from the Department of Explosives, Ministry of Industries, and having active industrial electricity metres in their names.”

Consumption of solvent oil according to the standard formulation is to be worked out in consultation with the industry and will be verified by the collector of sales tax on a quarterly basis.
